To Forgive, Forget, or Never Let It Go!

I have an interesting question in the face of all of the silent victims of sexual abuse who have now come forward to confront their abusers. When someone has paid their debt to society, how should they be received?

From another perspective, if a pervert has since self-corrected, should they be forgiven or forever be deemed condemned?

Lastly, and this comes from the viewpoint of (the) friends, someone, or you yourself, have fallen low and hard and took steps to recover and redeem yourself. How should your return to a favorable standing be received? Or, should you pay the consequences for what you did long ago and never paid the price for your indiscretions at the time of your misdeeds?
